I was going to suggest this, in fact I find it essential to have 24Kb or 32Kb stream, reason because it will make it possible for mobile phone users with low grade GPRS (40kb/s-60kb/s) to tune in without constant buffering.
Here in UK, I don't get EDGE coverage most of the time (specially when travelling), I only get the lower grade of GPRS (as I mentioned in the previous post) which is slower, hence the suggestion for lower bitrate. I have tried with 48K several times, but ended up into endless buffering. Talking about the sound quality on 32kb, I think it is just acceptable for music listening (based on experience) and is much much better than nothing. If your assets/capabilities allows for an extra stream, why not give it a trial?
