It's the DJ's choice really. There is a capability for them to upload a playlist with their set, but most DJs don't like people knowing the playlist before the show is aired. And if the DJ can't be in the forums at the time the set is aired to do a live playlist, a voiceover is a good substitute.

However, I agree that voiceovers are less welcome in a set when you're listening to it on replay and you already know the tracklist.
